About Us​

Al-Quds Open University (QOU) Is A Public Non-Profit University Established In 1991 By The Palestinian Liberation Organization (PLO) And Supervised By The Ministry Of Higher Education. QOU Is A Pioneer Institution In The Arab World, Which Adopts Open & Blended Learning Philosophy To Keep Up With International Advances In Technology And Learning. QOU Had Achieved Many Goals And Success To Promote Academic Standard In The Palestinian Community. Since Its Establishment, Over 56,000 Students Have Joined Its Scientific Edifice Distributed In 19 Branches Throughout Palestine. QOU Aims To Deliver Knowledge To All Society Segments.

QOU Is A Full Member Of The Following Educational Associations And Institutions: Association Of Arab Universities (AARU),Federation Of The Universities Of The Islamic World (FUIW),International Council For Open Distance Education (ICDE),Asian Association Of Open Universities (AAOU),Open Digital Space Organization For The Mediterranean (E-OMED),Mediterranean Universities Union (UNIMED), International Association Of Universities (IAU). In Addition, QOU Works Closely With Different Universities All Over The World. QOU Has Well-Equipped And Staffed Scientific And Specialized Training Centers Available To The Staff, Students And The Community To Improve Their Professional Skills. QOU Has The Most Important Tools For Effective Course Development Through Motivated Experts Including Academic Specialists, Instructional Designers, And Technology Specialists In Online Development And Multimedia Production. QOU Is The First HEI In Palestine To Establish Quality Assurance Department, Which Is Responsible For Procedure Development, Process Re-Engineering And Institutional/ Program Evaluation.

QOU Has A High Potential For Integration Into This Project As Demonstrated By Its Participation In Many National And International Projects Such As: Avicenna Funded By The UNESCO, RUFO Funded By Tempus-MEDA, E-OMED (An Initiative Of The European Commission), Program For Palestinian European Academic Cooperation In Education Funded By European Commission (EC), Educational Video Library Funded By The (EC) And The World Bank (WB). QOU Has More Than 128 Agreements With Universities, Research Centers From National And International Countries

Information & Communication Technology Center “ICTC”

Information & Communication Technology Center “ICTC”: is the Center that is in charge of providing the University Branches with the required communication and information technology services. The Center is also in charge of computerizing the University administrative, academic, and financial and production functions. Furthermore, ICTC is also responsible for enhancing the e-learning environment in addition to providing the needed infrastructure and connecting all branches with a central network and conducting the required training for the staff on using it.

 

ICTC Achievements: ICTC has implemented many projects that serve its objectives. The following summarize some of these achievements:

  • The development of the Academic Portal, which is considered as one of the most important achievements of the center, where the student can register, modify, delete, or add courses at any time, in addition to many services offered to the teaching staff, and to the directors of the Branches and the Study Centers;
  • The development of the courses’ management system to enable the teaching staff to have open discussions with students, and to download supporting educational materials via the File Manager Unit;
  • The Development of The Alumni Portal, which includes many e-services such as The Recruitment Unit, The Graduate Counseling Unit, in addition to many other services;
  • The development of The Administrative Portal, which includes many e-services such as internal correspondences, submitting and following-up leaves, vacations, staff evaluation, and online job applications.
  • The development of The Computerized Questions’ Bank, which is considered the first of its kind in the region, to manage and prepare exams using the best scientific and educational methods.
  • Computerizing projects of some of the local community institutions either individually or in partnership with the private sector companies: 
    • Computerizing Dar Al Kalemah University College through developing computerized systems for registration, admission and other e-services.
    • TOT in the English language for the Palestinian Police trainers using e-learning techniques.
    • Training of The Ministry of Education coordinators, on Multimedia, financed by the Belgian Project.
