About Us​

Al-Quds Open University (QOU) Is A Public Non-Profit University Established In 1991 By The Palestinian Liberation Organization (PLO) And Supervised By The Ministry Of Higher Education. QOU Is A Pioneer Institution In The Arab World, Which Adopts Open & Blended Learning Philosophy To Keep Up With International Advances In Technology And Learning. QOU Had Achieved Many Goals And Success To Promote Academic Standard In The Palestinian Community. Since Its Establishment, Over 56,000 Students Have Joined Its Scientific Edifice Distributed In 19 Branches Throughout Palestine. QOU Aims To Deliver Knowledge To All Society Segments.

Information & Communication Technology Center “ICTC”

Information & Communication Technology Center “ICTC”: is the Center that is in charge of providing the University Branches with the required communication and information technology services. The Center is also in charge of computerizing the University administrative, academic, and financial and production functions. Furthermore, ICTC is also responsible for enhancing the e-learning environment in addition to providing the needed infrastructure and connecting all branches with a central network and conducting the required training for the staff on using it.

 

ICTC Achievements: ICTC has implemented many projects that serve its objectives. The following summarize some of these achievements:

  • The development of the Academic Portal, which is considered as one of the most important achievements of the center, where the student can register, modify, delete, or add courses at any time, in addition to many services offered to the teaching staff, and to the directors of the Branches and the Study Centers;
  • The development of the courses’ management system to enable the teaching staff to have open discussions with students, and to download supporting educational materials via the File Manager Unit;
  • The Development of The Alumni Portal, which includes many e-services such as The Recruitment Unit, The Graduate Counseling Unit, in addition to many other services;
  • The development of The Administrative Portal, which includes many e-services such as internal correspondences, submitting and following-up leaves, vacations, staff evaluation, and online job applications.
  • The development of The Computerized Questions’ Bank, which is considered the first of its kind in the region, to manage and prepare exams using the best scientific and educational methods.
  • Computerizing projects of some of the local community institutions either individually or in partnership with the private sector companies: 
    • Computerizing Dar Al Kalemah University College through developing computerized systems for registration, admission and other e-services.
    • TOT in the English language for the Palestinian Police trainers using e-learning techniques.
    • Training of The Ministry of Education coordinators, on Multimedia, financed by the Belgian Project.

Dr. Eyad Abu Baker

Biblography

 Dr. Abu Baker is a faculty X-Dean of Social and Family Development and as faculty member at Al-Quds Open University since June, 2019 till now. He holds B.S. degree in Social Work from AN Najah National University, and M.S. degree in Psychological and educational counseling from Al-Quds University, and PhD degree in Social Work from Alexandria University –Egypt. Dr. Abu Baker also is instructional designer in elearning and training and he is professional trainers too. He is also an active researcher in social work, where he has five research papers published in Arab and regional journals.
Dr. Abu Baker worked as a social worker in the Ministry of Social Development for five years, and as a social supervisor in the Arab Institute for three years, and also worked as psychological counselor at the Palestinian Guidance Center-Jenin and deferent institutions, and also worked as faculty member in more than one Palestinian university.
Abu Baker also prepared many refereed scientific materials, and presented many researches in scientific conferences in various Arab countries, as he supervises master's theses, and has articles published in scientific newspapers and magazines. He also participated in many scientific workshops and seminars, arbitration of scientific research, and presided over preparatory sessions for Arab conferences.

Biblography


Bayan Shobaki CARE Project coordinator, she is working at Continuing Education and Community Service at Al-Quds Open University. She is responsible for proposal writing, fundraising and project management at the center. She has over than 10 years’ experience in project management, proposal writing and financial management; she is the responsible for different international and national project such as the TEFL – E+ project. She has a master degree in business administration specialized in entrepreneurship and innovation, she worked in a local NGO as finance officer, she is a member of many international and local organization, and a steering committee member of the cultural innovator network, participated and organized many international workshops. She is also a trainer in 21st C skills and entrepreneurship.

BibliographyDr.Atef Awad is the head of the Child Care Department at the College of Social and Family Development since October 2021 and the filed training coordinator in the northern west Bank branches, in addition to his work as faculty member at Al-Quds open university since September 2008 until now. He holds B.A in social work from Al-Quds Open University (Palestine), a M.A in social work from Helwan University (Egypt), and a PhD degree in social work from Alexandria University (Egypt).Dr. Awad is also a holder of a number of related professional courses in e- learning and social work, and has three research papers published in Arab and regional journals. Awad also reviewed and evaluated some university courses, in addition to participated in preparing field training manuals. He has many participations in workshops, seminars and lectures in the field of social work specialization. He also participated in many specialized committees, the last of which was a member of the Council of the College of social and family development and a member of the Erasmus- funded team (child care and education).

BibliographyIsmail Alafandi is a faculty member at AL-Quds Open University since 2010 till now. He worked as a coordinator for Practical Education at Al-Quds Open University since 2018-2021. He is a coordinator for Field Training for special Education from September 2021 till now. He worked as An administrative Employee at Al-Quds Open University since April 1991 till 2010.He holds B.A degree in English Literature and Diploma in Education from Bethlehem University and M.A degree in Administrative Education from Al-Quds University. He is also an active researcher in Education, where he has two research papers published in Arab and regional journals. Alafandi also presented many researches in scientific conferences locally and in Arab universities.
